At what point does it make sense to use a PCB over a breadboard?

It usually starts as a small prototype, but somewhere along the way the mess of wires gets to be overwhelming and you spend more time troubleshooting pulled loose wires or poor breadboard connections than you do on actually designing a circuit. At what point do you give up and reach for a CAD program to make some proto boards?
